Two-Mile Limit Study City of Council Bluffs and Pottawattamie County, Iowa 2001-2051:
In 2002 the City of Council Bluffs and Pottawattamie County joined together to adopt a Land Use Plan that encompasses the 2-mile area beyond the corporate boundaries of the City of Council Bluffs, Iowa.

Two Mile Limit Agreement :
The Two-Mile Limit Agreement between the City and the County was first adopted in December 1995.  The Agreement created an administrative policy and defined the responsibility of the City and County relative to subdivision review within the two-mile extraterritorial jurisdiction area of the City.  The following documentation represents the most recent amendments to this Agreement, adopted in 2005.

Comprehensive Plan 2003-2013:
In 2004 Pottawattamie County adopt the Comprehensive Plan 2013, which encompasses the entire unincorporated area of Pottawattamie County, except the 2-Mile area surrounding Council Bluffs.
